Her younger sister is with her as she transports weaponry. Her conduct in jail shows some passive resistance (making friends, teaching other convicts, and quietly "going with the program"), whereas it is her younger sister who is tormented and loses her baby.
She is the recognized opposition commander, and her entire family is spied on and lives under the implicit threat of Trujillo's troops, who keep watch outside their home. Three of the four sisters are eventually assassinated in an assassination plot.
They all made their decisions and appear proud of their part as the "miraposa," but without Minerva, they probably wouldn't have been involved in any active resistance. That being said, I believe it would be a mistake to blame Minerva for the deaths and heartbreak experienced by those around her. The novel's entire purpose is the willing sacrifice of all engaged for the greater good, as seen by the deaths of Mate, Patria, and Minerva.
