In order to do that, justices and lawyers must be men of high morals, ethics, and integrity so they can really impart justice without biases.

I think both are equally important in maintaining a safe society. The reason why is because they have to be together, to act together so we can talk about justice.

This means firm and strict laws and ethical justices with high morals that can impart justice with no bias. Justices that cannot be corrupted with money to favor the personal agendas of powerful people or powerful corporations.
