Queen Maria Teresa, she was an absolute monarch who improved the lives of farmers but this tactic was only used to take away power from that of the Nobles. One bad example would be Ferdinand the 2nd, he created the Edict of Restitution which is a document that returns any German Lutheran to that of Catholicism.
