The Great compromise was also created to account for the slaves in the south. The south believed that they should have more representation in the congress due to the higher population when including the slaves than the north. This rule applied for the House of Rep where the amount of congressmen per state was based on population (favored by the south) , while the senate only allows 2 senators per state (favored by the north).
