The former slaves were free but some states especially in the South placed cruel restrictions against the free folk. This was becoming a problem because there was clear tension in the air. The Congress decided to counter this with the 14th Amendment which insisted on equal rights for any American citizen, no matter the race.
The other reason was pushed forward by a slave known as Dred Scott. He tried to file for citizenship along with his wife and daughter. The supreme court sadly refused his proposal. Although he was unsuccessful, he sparked a conversation that would have even the white citizens demand equal rights for the African Americans. To quel this fire, the 14th Amendment was passed making it legal for African Americans to become legal citizens.
